Are you talking about an Atlatl or some kind of spear thrower?

Sounds to me like what is generally called simply a throwing stick. As the name implies, it is used to throw at small game to kill or stun it. Aboriginals have been using it for centuries. It can be done but will take practice at both throwing it exactly where you want it to go and stalking your prey.
a 'woomera' as used by the australian aborigines. Similar concept to the atlatl but the woomera was a more effective mechanism, and propelled the spear further.
